Seminar on Malaysia's PPP: FAQs

Salam and dear all,

We received enquiries about the Malaysian PPP seminar, scheduled to be held on 5th August 2010. The secretariat endeavors to provide answers to all questions and to facilitate all participants to be insyaallah. While the main aspects of the Malaysian PPP will be addressed by the experts and speakers during the seminar, some of the questions being asked thus far, in relation to the seminar, and their answers are:

· Seminar details: date, venue, registration and fees, deadline for registration, programme, mode of payment – kindly refer to the brochure here.

· Is there a discount for students and groups? Yes, student’s rate = RM200/person (proof required); group of 5 or more = RM450/person. Normal rate = RM485/person.

· Is the seminar recognized by the main professional bodies for the purpose of CPD points? The secretariat has applied for accreditation/CPD points from major professional bodies.

· Is the seminar giving out certificate of attendance? Yes.

· Would the seminar answer questions on the policies, procedures, etc on the Malaysian PPP? Speakers from 3PU will be highlighting these and other aspects of the Malaysia PPP as contained in the PPP Guidelines.

· Would the seminar help in identifying future projects under PPP? Speakers from 3PU will highlight potential projects to be procured under PPP as contained in the 10th Malaysia Plan (2011-2015).

· Is there assistance for the private sector to invest/embark on PPP projects? The agency responsible for implementing/coordinating PPP including managing the Facilitation Fund is the PPP Unit or 3PU of the Prime Minister’s Department. Go to the 3PU website here.

· Who are the organizers of the seminar? The organizer is the Procurement and Project Delivery System Research Unit (PPDSRU), International Islamic University Malaysia (IIUM) in collaboration with the 3PU of the Prime Minister’s Department. In organizing the seminar the PPDSRU is assisted and supported by the Department of Quantity Surveying and the Kulliyyah of Architecture and Environmental Design, IIUM. Kindly refer to the brochure for briefs about PPDSRU and 3PU.

Background to Malaysia's PPP

Salam and dear all,

Malaysia's initiatives on PPP started in the early 1980s with the introduction of the Malaysia Incorporated Policy in 1981.

Subsequent to that the Privatization Policy was launched in 1983 and its Guideline in 1985 and the Privatization Masterplan in 1991.

The privatized North South Highway and the North Klang Valley Expressway (NKVE) has been given a boost i.e. its operator PLUS has been awarded a contract worth RM1.143bil to build a fourth lane at selected stretches of the expressways. Read the report here.

Seminar on Malaysia's PPP: Registration Fee

The registration fee for the seminar is as follows:
  1. Student (on production of valid identification, limited seats) = RM 200.00 (nett).
  2. Non-student = RM485.00 (nett).
  3. Special group registration (for organizations sending in 5 or more participants) = RM450.00 (nett).
  4. Nett refers to the amount the organizer should receive. Charges by banks (for outstation cheque, other bank charges if applicable and foreign exchange) are to be borne by the participants.

The Procurement and Project Delivery Systems Research Unit of the International Islamic University Malaysia (IIUM), in collaboration with the Public Private Partnership Unit of the Prime Minister's Department (3PU) will be hosting a one day seminar on "Malaysia's PPP".

The Seminar will be held on 5th August 2010 at a hotel in Petaling Jaya, Malaysia.

The hosting of the seminar is considered timely as Malaysia begins her 10th Malaysia . Latest development and key aspects of the Malaysian PPP to be addressed in the seminar include:
